Why do you think you need to cut and paste the file to Notepad? This
is an unnecessary step. Create the program and save it as a g-code
file directly in DeskCNC and it will run in Turbocnc. Badda bing
badda boom. It sounds like your "build the appropriate file" is the
problem. DeskCNC has a full text editor built in and you SHOULD NOT
BE USING NOTEPAD!

BTW it's DXF not dfx. Try saving as R12 or R13, that may improve
your results, depending on the entity types that you are using in
Intellicad. Make sure that all your entities lie in the Z=0 plane.
