I'm assuming you have heard of QCAD? I'm not sure if it will pass the
decent test but the nice thing is they have both a free GPL version and
a pay for it version so maybe a few $$$ will get you what you want.

At the moment I don't do enough with CAD to pass judgment on any
software. Given that it does seem to be easy to use and has steadily
increased in quality.
