Stepper motors produce torque (and therefore power when they turn) based on
how much current is flowing through the winding. The step (turn) when
current is removed from one winding and put through the other one. (or the
current flow direction is changed).

The faster you can get up to the rated current the sooner you have your
torque. If you step before the current has reached maximum you obviously
won't have as much torque developed before the next step begins.

Higher voltage means you reach maximum current and therefore maximum torque
faster.
