The variac will put out a variable AC voltage, so you have to run its output
thru a Rectifier before the voltage is applied to a capacitor.

You can start reforming it with a battery charger, observe polarity. Then
apply power supply voltage via about a 1K resistor, for short periods. The
lower power supply voltages would be best, main thing it to take the voltage up
slowly over a period of hours, in as small steps as possible with the
equipment you have available. I have an old Heathkit DC HV supply, so I just hook it
up and bring it up a few volts at a time over a day or two. In that case,
I can also watch the leakage current. I set it below the place where it
starts to climb rapidly
