Actually, a reformed capacitor should draw very little current, this is the
purpose of reforming them.
I try to hold the current down to maybe 40-100 ma., at startup, depending
one the cap size, a judgement thing, but keep it low, you don't want high
currents to flash thru the insulation you are trying to reform. And as soon as it
drops, I raise the voltage to keep it in about the same range.
Once the cap, is well reformed you can take it too full voltage, and the
current will stay quite stable
Always when you raise the voltage, the current will raise also, but after
reforming at that voltage the current will drop, then raise the voltage again,
over and over, but never in a hurry.
An old capacitor that is dried out and beyond reforming, will not show a
current drop after a period of time, like a good one will.
