You wire it in series with the capacitor being charged. That way if there's
a short, or the capacitor requires too much initial charging-current, the
light will simply light, but the current will still charge the cap, harmlessly.
As the cap charges, the current will decrease and the lamp will go dimmer
and dimmer.
