If the cap has a dead short, it will light at full brightness.
The resistence of the filament varies with temperature -- it gets higher
the hotter it gets. The lamp helps to limit total current draw. Also, as
the cap reforms, it will be able to pass more and more current; this
makes the bulb grow brighter for a given variac setting.
This is not only handy for forming caps, it is also handy for testing
any sort of analog electronics (audio or test equiment - no switching
power supplies). I have two electrical boxes, one with a duplex outlet
(with bananna jacks for measuring voltage), the other with the bulb and
a switch (plus a neon pilot light to show that current is being applied
to the unit). If I am testing an audio amplifier or such, I plug it
into this and plug the test box into the variac. Turn the amp on and
bring up the voltage. If the bulb starts glowing brightly, you have a
problem but don't pop a breaker.
