Are we talking stepper motors or AC or DC motors? Stepper motors are
pretty wierd,
as they are rated at zero speed, where they develop holding torque, but
zero power.
This makes it impossible to derive one measure from another.

AC and DC motors are rated at some speed and power level, usually, and
you can derive
any one measurement if you have 2 others. For instance, if you know
voltage and
current in at rated load, you multiply them and get power in. Knowing
speed,
or testing for it, you can convert from power in/speed to get a rough
approximation
of torque at that speed. (losses in fractional and integral HP motors
are usually pretty
small, while losses in stepper motors can get large at mid to high speeds.)
