Below is a reply I received from EBY, regarding this practice, they seem to
think it's OK.
Now I am really interested in where this "wisdom" came from, I know the
fabricators at my shop are all convinced that it is true.
I will post any further info I find on this.

of such an action, except that:
1. You are adding an extra process and cost
2. The conductivity of Tin is not as good as the original bare
copper.
The advantage of tinning the leads is that you reduce the chance of
having a stray wire strand outside the connection, due to a sloppy
installation.
