Software licenses define if and how you can transfer from one person
to another. Autocad specifically prohibits transfers( hence no
legal Ebay sales of Autocad), as do many expensive programs. Read
the fine print in the license agreement to find out if the program
is transferrable.

With Vector Cad-Cam we structured the license so that a current
version cam license can be transferred gratis to another, provided
the previous user certifies that he transferred all copies and
removed it from all computers. The installation is not restricted
as to number of computers for an individual's use.

Some other programs have "dongles" that make sure you only run on
one computer at a time. Still others use cpu encoding to "lock" the
license to a specific computer/harddrive/etc.

For some programs you can transfer if you pay a "fee". It's always a
good idea, if you are purchasing software from a private individual,
to check with the publisher as to whether transfers are permitted
under the license agreement, and if there is a charge to get the
software registered and supported.
