It really depends on what the license says. Some licenses are
transferable, some are not. By most definitions the EULA that you agree
to when installing software is a legal contract, so anything that is
legal in a contract is legal in a EULA, including such things as
non-transferability and even non-disclosure (e.g., the license could
stipulate that you could not legally tell anyone about the capabilities
of the program). A license could be set up to expire after updates to
the program were released, although one would be ill-advised to accept
such a license (on the other hand, if you'd purchased the software from
a retailer who doesn't accept returns of opened software you'd pretty
much be screwed either way).
