Hi Dave,
According to the Stock Drive Products calculator for HTD belts
the small pulley will have 7 teeth in mesh. I believe that the
5mm pitch, 15mm wide HTD and GT2 belts should be the same except
for the tooth profile. So their calculator says that it is OK.

The 18 tooth pulley is a bit over 1-1/16" diameter with a 1/4"
shaft. I am going to stick the armature of the Baldor servos
in my lathe and turn the end down to 1/4". Very easy to do as
the shafts already have been center drilled when they were
originally manufactured.
I have a hard time seeing any problems. There is no other
reasonably way for me to get a 4:1 reduction except to use
a 5mm pitch setup with an 18 tooth driving a 72 tooth.
I am receptive to all differing opinions.
