Perhaps, try to feed into a half-wave bridge instead of full-wave. I'm
thinking the reduced duty-cycle will drop your voltage at the capacitor.
Maybe have to add a 'bleeder resistor'. Just make sure the diodes can take
the extra surge curent that will be demanded.

Transformer is good I took 65 AC from the output fed it to a bridge to get
the DC and then on to a Capacitor.
