I must have missed several of your posts, sorry. In that case, I would say
you are correct, it is the encoder and with the cables that short at this
point, get rid of that U.S. Digital encoder, it seems it just won't work for
you. All else being equal and tried, you are correct and I would say you have
narrowed down the problem and identified it, that encoder. My suggestion at
this point is go back to one that worked already. I myself have never used
the U.S. Digital encoders so I can't speak to their quality or compatability
but from what I have seen in your posts they wouldn't be my first or even
second choice at this point. Good luck and wish I could help out but I would just
go with a unit that works and go forward from there.

and it works with BOTH of them. And I've tried TWO E7P's and it does NOT

Now, if I look at the encoder signals with the motor power supply OFF, it
looks just as it's supposed to (at least to me it does). The complementary
pairs are always the inverse of each other, rise and fall times are WELL
within specs and so is the "high" voltage at ~3.5V. The "low" voltage is
0.45V while the specs says it should be <0.4V but I doubt that's the problem
sice it's a differential interface.

So, the encoder isn't faulty per se. It's just way more sensitive to noice
than the other two are. Or, at least that's my theory anyway....
