Here in Australia, there seem to be two 'leakages' of techno-packages in the postal system. Leakage #1 is theft, leakage #2 is idiocy.
Theft: for domestic outgoing packages we always ensure there is blank outer wrapping and we use Registered Post without insurance. Actually they officially renamed 'insurance' to 'Extra Cover' and claims are difficult to prove, so we just run with the signature system of Registered Post. Internationally we pay the extra for EMS/ECI signature courier delivery and *hushes voice to a whisper* in many hundreds, we have not YET lost an EMS/ECI package worldwide.
Idiocy: Incoming small items arrive through an Australia Post employee, who delivers randomly anywhere in our Business Park. Most of the Business Park companies have a friendly exchange system, so in the afternoon we re-deliver the mail to each other correctly. Incoming large items arrive through an Australia Post contractor who is reliable and pleasant to deal with. Incoming bulk mail pieces such as leaflets and catalogs never arrive, because the postman dumps hundreds of them, still bulk packaged, in the nearest garbage bin. I am so proud of him, that he does not litter by leaving them on the roadside.
I attempted to provide evidence and feedback to Australia Post management, but it was made clear to me that if we wanted any mail at all, we should STFU and leave the postal workers' union to manage the system.

Most of the thefts are done by post office personnel in Spain.
(Likewise shipping companies).
Its one of the losses we (I) get living in a third world country.
Would never happen in Finland. (Never did in containerloads of stuff
over 7 years, maybe 1000 shipments).
Never happens when I send something to the us, .au, .fi .se or some
other decent place.
Apparently, they get internally called on and prosecuted for only the
insured ones, as the tracking only works for those ones.
Out of last 15 packets from abroad, 5-7 were insured. 0 problems.
10 were not. 3-4 had problems, 1-2 lost.
typical.
S**t happens.
Gotta insure everything expensive in / to Spain.
China is a good place to buy from, and not bad to sell to. By my
experience, relatively extensive.
I pay for my stuff in advance and allow for some loss. donĀ“t worry about
it too much.
