Sounds to me as if time has already told. It is as I would have expected.

However, I was alluding not to the difficulty, but to the frequency.

I submit that the real function of postal insurance is not to guaranty
against loss, but to reduce its probability, and that the reduction in
probability is a binary function dependent on the existence of insurance,
and independent of declared or actual value, provided the package is
insured.

Unfortunately for international shipment, customs require declaration of
value, which is like a label that says, "STEAL ME." This is why I never ship
internationally.
