The "insured" value is not necessarily the "actual" value.

The point was this: If the primary risk of loss is from inside the USPS
itself, and any insurance at all is a virtual guaranty of protection, then
there is no point in paying for full insurance of the actual value. The cost
of insurance is proportional to the declared value, not the actual value. In
fact, if the declared value is marked on the package, then the less it is,
the less chance some postal crook will steal it. I doubt the USPS makes a
distinction between expensive or cheap insured packages to determine the
level of handling security. I'd bet the only distinction is between insured
or uninsured, regardless of declared value.

I'd be interested to know how many times anyone has ever actually collected
on a postal insurance claim. I've never heard of anyone doing it.
