An interesting correlation. It begs the question: Why would a thief care
whether a package was insured or not? Perhaps the USPS provides extra
security for insured packages, leaving the uninsured ones as informal
compensation for its thieving employees. It certainly would be consistent
with the pecuniary motive. If this is the case then it should be sufficient
to insure packages for a small percentage of their actual value, maybe 10%,
since the risk of loss apparently has more to do with extortion than
accident, and they have no way to know the actual value of any particular
package. Security at a discount.
