One more factor in the equation - labor costs.
Might be cheaper to farm a simple job out to a guy with a mill in
the garage than to have your tool and die maker standing there
doing the "too complex to have the guy from state unemployment do it,
but not by much" job.

Shop I worked in did, I suspect, a lot of this kind of stuff.
