Just a thought....if your making you own taperlock hubs, it's a simple
matter to turn a threaded portion onto the hub and use a couple of thin nuts
for fastening the pulley to the hub. ONe nut would be used to draw the
pulley onto and tighten the hub and the other would be a lock nut. This
would eliminate having to drill and tap a set of matching holes in the
face(s) fo the hub and/or pulley.
This system would work even with the commercail pulleys if the tapers were
made the same as you've mentioned.
It would also eliminate the need for centering with a 4 jaw chuck...unless
you needed to surface finish the entire part for extremely high speed
balancing.
