Karl,
I think some tutorials on stepper motors will help fill in some of the
blanks for you. Here are some URLs

The second one is a little light on content, but has some great links to
other sources.
EMC does not control the step mode. It only puts out a signal to make a
step. It is the controller electronics that determine whether the step is a
whole step, half step or micro step. I have no idea regarding whether the
winding sequence can be handled by delay circuitry as my electrical
knowledge is weak, but from everything I have seen this is controlled by
logic in the driver circuitry and not by using some type of delay.
Let me know what questions come up after you read over the tutorials.
