Dave: Without SEEING it myself, I would guess that there is magnetic swarf
between the rotor and stator "teeth" inside. The "gap" between those is just
a few mils, so a "tiny" chip of that hard magnetic stuff can jam things.

It is a "no-no" to dismantle a stepper (because THIS happens!), but if it
ain't no good, no-how, then carefully remove the four screws, pull it apart,
blow off the swarf with 100 psi blow-gun with an OSHA-DISapproved tip, and
try slipping it back together with maybe some stiff paper wrapped around the
rotor, to prevent "banging" and chipping. Then, slip that paper out when you
JUST-can't get your fingers or tweezers "in there" anymore, and re-assemble.
It's a learning project, at least!
