Two possible routes:

A: Modify an existing program like Tcnc or Mach1 to do everything.

I don't think this is so difficult. If you need to back up then the
current posistion and the command that created that posistion could
be used to generate a path back along the path a small distance.
This sub program could pass control back to the normal g-codes once
the interupted move was completed possibly. For total removal of the
wire the code can pretty much just be done in reverse with the co-
ordinate system reversed. The cutting rate could be adjusted on the
fly in response to feedback.

B: Program a PIC or similar to make a smarter machine:

This would hold the step and direction pulses to the controllers in a
buffer and be able to pause the program and reverse the wire by a
short distance in the case of ARCs. The feedrate could be controlled
pausing the machine if the current got too high not perfect but ok.

Backing the wire right up can be done by reversing x,y co-ordinate
directions and then repeating the g-code.
