In RS-274, M00 usually designates a Program Stop, and M01 is an Optional
Stop. I don't know the software you're running (CNCpro), maybe it won't
recognize those codes for other than the RS-274 (sometimes) Standard. But,
maybe try to experiment with other usable 'M'-codes for the relay
function... I'm thinking of M08/M09 for coolant-on and Mist-on, and M10 for
Off.
