The SSR will not show any activity with an ohmmeter. You need to apply
mains voltage (with a suitable load in series) for it to work.

What is this LED? Is that an indicator built into the SSR, or is it
something
separate? If you have a separate indicator LED in series with the SSR
short it out and see if it works. An LED drops at least 1.6 V across
it, not leaving enough to properly activate the SSR. If it is in PARALLEL
with the SSR, remove it, as it is clamping the voltage across the SSR to
1.6 V, again preventing the SSR from working. This circuit is so marginal
(with the 4-20 V SSR) that any other loads on the parallel port are going
to keep it from working.

That is also a possibility, but the output of the parallel port is pretty
marginal to drive SSRs anyway. You get 5 V without the SSR, but
what voltage do you get when the SSR IS connected? It will certainly
be less than 5 V, but if it is not at least 4 V, then the SSR can't be
expected to turn on!
