And I think it's called a "charge-pump" because when it is on, it is
constantly pumping charge into a capacitor, which stays charged and tells
the rst of the circuit that things are ok. When the pulse train drops out,
no more charge is being pumped into the cap, and it discharges, letting the
rest of the circuit know to shut down.
