I don't know if you want to get this complicated but I built an
interesting machine several years ago that should do what you are
looking for very easly.
It is a CNC wire cutter that easly cut stainless steel wire +- .002" ,
just tell it the lenght you want and how many and it spits them out and
cuts them to length .
It is sort of a 1 axis CNC I used a stepper motor with a rubber roller
slid over the shaft and another spring loaded rubber roller above to
pinch the wire , as the stepper turns it feeds out the desired length
and stops then the G code program activates a large solenoid that is
attached to a cutter blade that shears off the piece , the program
repeats this as many times as you need . I used it to cut 15,000 of one
piece and 4,000 of another which more than paid for the machine and I
have used it several times sense for smaller jobs.
