We built a copper / brass strap cutting machine sort of similar, partly
based on the remains of an old broken one.
Because some of the brass strap is quite thick and hard we couldn't use
friction to measure it, in stead we grab it with a pneumatic clamp, and use
another air ram to pull the length.
The pulling ram pulls until it hits a stop, this stop sets the length and is
mounted on a big ball screw with big stepper motor so it's CNC adjustable.
There is also a second clamp to hold the shim strap while the pull mechanism
retracts in case two pulls are needed for longer straps. There's also a
rubber coated roller sprag clutch where the shim is fed in so it won't slip
back.
The holding clamps use pistons about an inch diameter.
The cutter shear uses a piston about 4 inch diameter, the blade is slanted
at about 15 to 20 degrees and it will cut straps up to 6 inch wide, 60 tho
thick I think in copper, not sure how thick in brass.
The whole machine is on a slant so when the strip is cropped it slips down
into the collection bin.
The purpose of the machine is to cut straps to make up multi leaved
conductive hinges for electric welding robots in the car industry. The
straps all have to be consecutively shorter so they line up when bent around
in a curve. Don't use a PC to control it, but a small Omron PLC we set the
start length, offset, or stop length, no of straps and away it goes.
At least that's it from memory, has been running for several years but will
give you some piston sizes which are probably a lot oversized.
I also have a cropper for cropping the packaging on surface mount electronic
component tapes. It uses a 1.5 inch ish piston and 30 degree slat blade,
though the damn things regularly jam, so we don't use it.

his website. I've always found the idea intriguing; but the lack of
a proper cutter has been the "sicking" point in my case.
I'd be interested in hearing seeing details of how you--and Dan or
any others who havc made a wire whacker!-- handeld this part of the
machine.
Solenoid size, cutter blade details, etc. Please<G>
