If you are still taking suggestions....

if you pre-tension the cord with a spring, then wind it past said
roller, you can unspool the stuff and measure the free section so as
to always have some range of tension.

run the pre-tension on the stuff

drive it past your wheels, since it would be straight, the wheel would
be measure the OD.

The take-up could spit the stuff out and then the chopper could do
it's function as needed.

It sees that by pre-tensioning, the measurement should be pretty
repeatable.
