Just to be clear, a Gcode interpreter is PART of a CNC controller...

The interpreter takes the toolpath file(gcode, or whatever else it is
designed to process. HPGL, or DXF, for instance.) and converts it
into "useful items" for the rest of the CNC control to use in
providing step, dir signals to machine axes...

These useful items are the canonical commands in EMC. In other CNC
control topologies, there may be more or less "integration" between
the Intrpreter, and other parts of the control. These other parts
often include: Master clock, trajectory planner, pulse generators, IO
logic, GUI, etc...
