If you have a treadmill motor speed controller, you should be able to
use that.

there are two AC inputs and 2 Armature outputs.

there are also 3 leads for a pot input.

you can use an op-amp fed from a PWM to get a DC output from the PIC
or PC. that would enable you to control the speed from software.
