I think you have a misconception here, a contour layer is just a
collection of boundaries at a given z position. The word contour and
boundary are exchangeable in the document.

For a given layer you specify the z height the number of boundaries
(contours) on that layer then the number of vertices in the first
boundary(contour) followed by the number of gaps, then the vertex list
for that boundary then it repeats the number of boundaries and gaps
and data for each boundary (contour) then it goes on to the next layer.

So a boundary can't be opposite to a contour.
