the very fact the powder heats when illuminated with the laser means
it is absorbing the light hence the surface is the part that is heated
not the layer beneath. As long as you keep the laser moving. Even if
the material seems clear to us it is not to a CO2 laser, perpex for
example it totally absorbing which is why you can use normal shop
glasses with a CO2 laser (as long as you move after they start burning
through).
