I see what you are saying, J, and for a business that is very valid. But for me, in my shop, I don't have any need to print it out, get it QC'd or approved, etc.
I also think that the CAM programs that most hobbyists will be using(or at least the ones I use) are very likely to use 2D dxfs, and dimensions will appear as entities to be cut.
While making a drawing, though, I do frequently dimension it, to make sure I am doing it right, and then I erase the dimensions before saving as dxf for CAM import.

To properly machine a part and deliver a finished product, it must go through a Q/C process at some point [at least on initial production run parts and usually on spot checked parts there-after] and this does still require a drawing [either paper or electronically viewable] to qualify that the part is w/in tolerance.
