This is exactly what eyelets are. But, they are expensive, time
consuming to install,
and may not always make a good solder joint. I just solder wire wrap
wire through
my vias (which are the same size I use on outside manufactured boards,
with .015"
holes. They don't make eyelets that small. I solder components on both
sides.
For prototypes, I solder single-row socket strips into the IC patterns,
soldering
both sides where needed. The open construction of these strips allows
easy
soldering on the top side if you don't push the socket all the way down.
