Environmental law in the US is particularly outrageous, in that
anybody who touches pollution is fully liable for the damages whether
they caused it or not. If you innocently buy a lot that is later
found to contain buried drums, you are liable for the cleanup.

I imagine it was written this way to penetrate shell games, but it
doesn't produce justice.
