Thank goodness for the British legal system where (in theory) you are
innocent until proved guilty! It doesn't mean things are any more lax, just
that those in authority have to work a bit harder investigating allegations.
Under your system I would probably be languishing in a jail somewhere as a
result of allegations that were made a few years ago that an air
conditioning system I was in charge of had caused an Leggionnaires disease
outbreak. My system was an easy target, right in the city centre but the
culprit was eventually found to be a bus washing system in a transport
garage a couple of miles away. If it wasn't for the authorities having to
give clear proof of guilt they would probably not have continued the
investigation long enough to find the true source!
