NEMA23 stepper performance is pretty limited if you're under 30V. The
motor inductance prevents it from reaching a target current within a
high-speed step. Not only is the current less than it's supposed to be,
it's somewhat unpredictable what current it gets because it depends on
BEMF. I believe that contributes to a resonance problem.

You won't be disappointed by going with a GeckoDrive, which DOES work at
48v.
