just buy a 2 or 3hp single to 3 phase VFD, wire it to the motor on your mill
and enjoy. For driving motors up to 5hp or so from single pahse, VFD's are
without a doubt the way to go. Your comments above seem to suggest you were
thinking of some weird combination of VFD and static convertor or somehting
.. totally unecessary, just wire the VFD to the motor on the mill (having
checked the voltages) and you're done.

The big problem with rotary convertors is finding the correct belts for
hooking them up to the steam engine, and static converotrs are getting more
difficult to run these days because its hard to find the right sort of coal.
