In most places in the US residential power is supplied as 240V 1phase and
200A service is normal for new construction. The 120V is from line to
neutral. Anything that required more than 2400W (240V x 20A) is usually
wired for 240V but there are, of course, exceptions. So in the case of the
pool spa, the motor would probably be wired for 240V and the current draw
would be 22.5A say...

There are still placed in the US that are supplied with 120V 60A service and
are usually older rural homes. There's other weird exceptions too (DC,
208V, etc...).
