That variance in voltage is based on allowable tolerances due to load
conditions and other factors.
We had the same tolerances on the missile sites where I worked as the
powerhouse operator. The generators at these sites were the sole source of
electrical supply for the sites. Back then the "standards" were based on
460/230/115V. The voltage supplied to a particular device was determined by
which tap was used from the main transformers.

Kitchen stoves normally use 240 or 120 these days. 240 for the heating
elements and 120 for the controls (clocks, timers, etc.).
