250 line encoder will only move the motor 1/5 of a revolution. The way they
work is each encoder count (they run in 4X mode so 4 counts per line)
requires a step. Mariss can explain it better, but basically the computer
drives an accumulator and so does the encoder. A comparator looks at each
accumulator and moves the motor to make the values match. So, it is 30,000
steps per second at 180 ipm.

To make it even more incredible I tested with a 1000 line encoder (Yes, it
requires 4000 steps to be generated per revolution) using a Pentium 200 MMX
and EMC. I was able to go about 90 ipm (60,000 steps per second) but the
there were not enough CPU cycles left to actually update the interface. It
would lock until the movement was complete.
