I think Phil expects "open source" means they're required to send a
completed machine for free, upon request, to anyone who asks.

It took me just a few minutes to Google this and found the code on
SourceForge. I don't know what else he expects. It's not guaranteed to
be presented in a complete design package with a BOM of parts and
sources and vector files for the laser cutter ready-to-go.
